I'm assuming it's not, since I bought it for only $3 at Hot Topic, but I it's better to be safe than sorry. Nowhere on the box does it say if it's permanent or not. The ingredients are carbomer, glycerin, methylparaben, triethanolamine, and water. Oh, and it's the streak kind that comes with a little comb :)

Hi! I'm a hair stylist. Normally any hair dye id permanent as soon as you mix 2 products together. If you streaked you hair for it to be blue, it will grow out eventually or you could go to a salon and have someone fix it for you! Oh ya, the price has no link to weather or not it is permanent or not!! Good luck!

Its most likely permanent since demi %26amp; semi-permanent dye jobs are only able to enhance/darken your natural hair colour, not lighten or change it.

I'd say probably not since it's only $3... but, unless you have blond hair or blond streaks, it won't really work as vibrant as you may have hoped.. Most cheap colourful dies say that you really need blond or bleached hair to get the best results.

There isn't any such thing as a permanent blue hair dye. There are however, long lasting semi-permanent "alternative" color hair dyes. The best brand of alternative hair dyes (ie purple, green, blue, etc...) is Special Effects, which lasts the longest and comes the most recommended out of all the brands. If you're intent on dying your hair blue, Special Effects makes a bunch of different types of blues. They range from lighter to darker, to intense, neon, etc... To be more specific, the different blues they make are Blue Haired Freak, Blue Mahyem, Blue Velvet, and Electric Blue.
Blue coloring will last longest on bleached hair (I recommend Loreal Quick Blue (Vol. 30 for darker hair, lower Volumes for lighter hair such as blonde). You should also take care of it by using color-protectant shampoos and conditioners and try to keep the shampooing down to a minimum. Also using heat products less (straightening, blow drying, even hot water) will help your color last longer.
You can find Special Effects dye online at a lot of different sites like Amphigory.com or also at Hot Topic (although it's cheaper at the online stores).
