Are you asking that if you are born with blonde hair you are born with blue eyes too? If so that is not the case, there are people born with brown hair that have blue eyes too.

most white people are born with blue eyes that everntually change. pictures of me when i was a baby i have DARK BRIGHT BLUE eyes and now i have GREEEEEN eyes.

not sure what age it changes though. it was either after a few monthes, or after a few years.

but babys of differnet races im pretty sure are born with the eye color they have now.

as for hair, nope. for the most part, babies are born with hair about the same color it is as an adult. it might darken or lighten though.
