Well, I wouldn't go too dark because of your hair color so use grainy, natural colors to brighten up your eyes!

I personally don't think hair color is as important in choosing eyeshadow color as eye color and skintone are! To make your eyes really pop, wear eyeshadow colors that contrast with your eye color (are on the opposite side of the colorwheel). For blue eyes, that would be orange and brown. Now you don't need to wear Halloween-orange shadows -- anything with an orange undertone will work, such as bronzes and peaches. Any shade of brown works well too -- experiment to find out which shades look best with your skintone. Some people also recommend pink eyeshadow for blue eyes, but I don't like how pink looks with my skintone. Whereas wearing eyeshadow color that is the same color as your eyes (in this case, blue) just kinds of turns your eyes and the eyeshadow into one big blue blur, and people tend to look at your makeup instead of your actual eyes! I have blue eyes too, and browns and bronzes are definitely my favorites!

Also, skintone can play a role too. Usually, people with cool skintones look best in cool eyeshadows, and people with warm skintones look best in warm shadows. But that's not a hard rule, since many people with blue eyes have cool skintones but still look good in warm bronze shadows!

Browny coppery colour would look good with blue eyes and adding just a little bit of brown eyeliner on the top of your lids.. would make them really pop, also a subtle shimmery silver colour.. would look pretty with blue eyes too:)
