as far as i know there are no permanent blues. but you can get manic panic gel pigment, the aftermidnight blue is almost like a permanent color, it didn't come out of my hair at all actually. thats the most permanent one i can think of. they sell it at sally beauty supply or on their website.

Sally Beauty Supply or Hot Topic. If you have dark hair, you will need to bleach you hair before you dye it.
