Most hair care stores have all different colors of hair dye.
And no dye is literally permanent because hair will grow back out in its normal color. But I'm sure you already knew that

If your hair is blond or bleached, almost anything will be permanent. If not, nothing will. Either way, try making a koolaid paste with a little water, applying it to your hair, and covering it with foil for a few hours before washing it out. CHEAP and it works! (Makes me wonder what koolaid does to our stomachs!)

i was just at Wallgreens with a a friend of mine who is really into dying his hair random colors and he got blue there. So you could try a drug store or Fred Myers, target kinda thing. Good luck!
